There are organizations already in place that have pre-made, ready to go offices/hospitals/schools (think pimped out mobile homes or trailers) that can be dropped out of the sky in parachutes complete with generators, fuel, solar, etc. as long as someone is on the ground to put them in functional mode. 3,000 troops hardly needed. A crew of 20 and airdrops could have them set for years.
