For one thing, there's 2 Meter HAM Rigs combined with Packet Radio systems(very easy to build your own), also there's Fidonet(can run on any BBS), also Usenet. Many people have forgotten about Usenet, it's great because you can communicate without practically any censorship at all(minus zealous moderators of course). And last but not least, if they shut everything down with their Internet Kill Switch you can use a .5-1hz transceiver\receiver system and communicate with ANYONE at all around the World.

There's no way this can be blocked by any tyrannical governments either. The governments also use this technology, their facilities are usually a few acres large. But with today's technology you can build one the size of a typical Toolshed.
