The part in red was startling for me.

That black statue is Persephone, the Queen of the dead.

A Person is dead and subject to the Jurisdiction of the Queen thereof. The Capitol is public Notice of who they serve and how they define both a Person and a human being.

Now, look up the definition of Capitol.

Do you know where and who that Statue re-presents? for some reason I cannot access the image; but something tells me she is on top of a UFO - Capital Building. And you want to know something about her? She is exactly 19.5 feet tall. Does that number ring a bell? Ever do the math for the surface area of the Ark of the Covenant?
