Why Is China-to-U.S. Shipping Cost So Much Cheaper Than U.S.-to-China Shipping?

A question was posed on ebay in 2013. For a long time it has been far cheaper for companies in China to ship to the United States of America via the United States Postal Service than it is for U.S. companies to ship within the United States on the same basis of weight. Furthermore, it can cost a buyer more to return a defective an item to China than it does for the buyer to purchase the same item and have it shipped isend it back for an exchange. The idea of the USPS being unprofitable IS A MYTH--the USPS is being attacked and undermined from within (one way is excessive burdening with payment of employment benefits over 70 years into the future, another way is mentioned in this post--Communist China's companies are also given an economic advantage over U.S. companies through this means):
