It appears there are 2 banking systems i.e. the National Banking System and the Federal Reserve System.

I wonder if the systems serve differing purposes ...

In my mind, banking is one thing. Acting as reserves is another.

I wonder what happens if you omit the Your occupation on the Form 1040?
