Wesley SERRA (red tie) is Wserra on Quatloos and he spotted me in a minor technical error about imposing new SSA Regulations, where I was asserting that Congress publishes changes in the Federal Register. In researching my mistake, Congress does not directly publish anything in the Federal Register, I verified something I already knew through Wserra - that Congress only has authority out in the States through a common law mechanism called Notice and Grace. Therefore Congress imposes new regulations on the SSA which publishes Notice and Grace in the Federal Register - in this case, a mistake I am glad to make as it prodded me into defending it.
Article I, ยง8 Powers of Congress - Clause 17:
(17) To exercise exclusive legislation in all cases whatsoever over such district (not exceeding ten miles square) as may by cession of particular states, and the acceptance of congress, become the seat of the government of the United States, and to exercise like authority over all places purchased, by the consent of the legislature of the state in which the same shall be, for the erection of forts, magazines, arsenals, dockyards and other needful buildings; and:

As annoying as all the insults may get, at times I feel gratitude to the Quatlosers for being who they are. I enjoy when something as important to remedy in America is brought to light so plainly in a few paragraphs and attachments.
