I have voiced a theory about Washington DC being an "ornamental" Capitol. It functions nicely when conditions are nice. But if a surge or hurricane knocks DC down temporarily we will find that a provisional government will relocate to the Federal Center in Littleton (Denver), Colorado.
With a snowstorm and hurricane preparing to collide over Washington DC I wonder if my theory will be put to the test?
