Be aware that even though the 12 Stat 705 has not been altered, moved or repealed and is still in effect today, you're gonna have a battle on your hands if you pursue it. https://postalinspectors.uspis.gov/i...shortpaid.aspx

There won't always be a battle. I and others have had mail successfully delivered numerous times while utilizing the de jure postal rates.
