    Not all government is 'corporate'. Some aspects of government can be in the form of a trust, an estate or even an association. However, a county can might have its administrative affairs 'wrapped up' in a corporation or the like. However it might be worth noting the difference between Attorney General and Office of the Attorney General or Director of Revenue and Department of Revenue or the United States and Government of the United States.
