For what its worth, apparently to be found in Public Laws and Resolutions of the State of North Carolina Passed by the General Assembly in 1933 is:
"An Act to Transfer the State Highway Patrol from the Highway Department to the Department of Revenue..."
Not sure of the time of year. Was that the beginning of that kind of Revenue Enforcement?
