Did the UN Bomb Hiroshima (USA Scapegoated?)

From reading over various documents, etc. concerning the bombing of Nagasaki and Hiroshima it seems that Truman as far as he comprehended only gave the order to bomb military targets, all top military officials in the USA were against use of the bomb especially with respect to civilian targets. It was against the laws of the United States of America to bomb non-military targets and it was against military policy--this is seldom mentioned in historical records. According to Eustace Mullins, the first meeting concerning the use of the nuclear bomb was actually a secret United Nations meeting at which hardly an US officials were present. Truman repeatedly asserted that he only ordered the bomb to be dropped on military targets--afterall this was US law, how could he expect anything else--bombing civilians was against the law.

    (1) Each Government pledges itself to employ its full resources, military or economic, against those members of the Tripartite Pact :and its adherents with which such government is at war.

    (2) Each Government pledges itself to cooperate with the Governments signatory hereto and not to make a separate armistice or peace with the enemies. --From Declaration by United Nations (1942)
By 1942, the United Nations had already been formed via the Declaration by United Nations meaning the USA military was no longer acting independently but only as a joint with the other "nations". Even if a US Air Force plane was used to drop the bomb, it is clear that the law and policy was against bombing civilian targets. So who gave the order to bomb civilian targets if President of the United States and all top-ranking U.S. military officials were not only against doing so but were prohibited by law from doing so?

The UN was already established by 1942, the USA by treaty could not have acted alone and was bound to act only jointly. Clearly, the bombing of Hiroshima was against the laws of the United States and could not have been lawfully authorized through United States military or political process.

Interestingly enough, Truman is said to not have had much of a political history or background--he did serve as a judge for a while--or at least that he wasn't as politically connected as other presidents might have been. Its as if he was handpicked to be a stooge or fall guy for something that had been long planned. He was said to have been an organizer (?)for a Masonic Lodge in Missouri.

Was the US is immediately scapegoated at the start of the UN? Was law and order bypassed to allow for a horrendous set of bombs to be dropped against the laws of the United States of America? Did the USA's military became subject to a collective steathily so as to make it look like the USA was pushing its own internal policies and agendas while all along being controlled from without with the purpose of engendering hatred against the people of America?

This weapon is to be used against Japan between now and August 10th. I have told the Sec. of War, Mr. Stimson, to use it so that military objectives and soldiers and sailors are the target and not women and children. Even if the Japs are savages, ruthless, merciless and fanatic, we as the leader of the world for the common welfare cannot drop that terrible bomb on the old capital or the new.

He and I are in accord. The target will be a purely military one and we will issue a warning statement asking the Japs to surrender and save lives. I’m sure they will not do that, but we will have given them the chance. It is certainly a good thing for the world that Hitler’s crowd or Stalin’s did not discover this atomic bomb. It seems to be the most terrible thing ever discovered, but it can be made the most useful. --From Harry S. Truman diary entry of July 25, 1945.
