    The New Roman Empire (Sept 28, 2015 Cover of Time Magazine)

    Above is a scan of the cover of Time Magazine for September 28, 2015. From the historic record it seems that the role of Roman emperor and the ancient Roman and ancient Babylonian high priesthoods (Supreme Pontiff or Pontifex Maximus) were merged some time around 50BC. It is said that a new Roman system cropped up some time after 70AD and the power of the previous Rome transferred to the successor.

    Roman and Babylonian Systems Merged
    Before Julius Caesar, the Babylonian system merged with the Roman system to some extent when Attalus III bequeathed his empire to the Romans. Julius Caesar would have been the first ruler under of Babylonian-Roman merged system. It is said that under Julius Caesar the merger was moreso complete.

    The City (Rome) Fell But the Empire Continued
    Many are told that Rome fell. The city burned at one point, but the Empire continued. While it is true that after Belshazzar died (exactly as mentioned at Daniel 5) Babylon fell to Persia under Cyrus or Darius and that the last king of Babylon then was Belshazzar (see Daniel 5:1-30), the Babylonian priesthood and kingship relocated to Pergamum and eventually merged into the Roman system when Attalus III bequeathed his empire to the Romans. The title Pontifex Maxmius (the Babylonian priest-king system?) was eventually transferred to the Bishop of Rome under Gratian (~375AD).

    To this day, the ancient Roman Empire and the Babylonian Empire are said to survive in Modern Rome.

    Note: that at the time Jesus/Yesha was born, not only did the scepter depart from Judah (~4AD), the Babylonian priest-king system had merged with the Roman system at least by the time of Julius Caesar's reign in Rome.
