    There are statutes giving permission to use the Social Security Number in such ways. For example on fishing licenses from the State of Colorado.

    Here is where we should pay attention though; in the state statute cited. Click Here and find §13-6-107:

    (2) (a) Any person who makes a false statement or provides false information in connection with applying for or purchasing a license, or any license agent who knowingly uses or accepts false information in connection with selling or issuing a license, is guilty of a misdemeanor and, upon conviction, shall be punished by the following fines:
    Thinking about it, nothing in those citations supports using the Social Security Number outside the scope of Social Security.
