I wonder if the Internet has pretty well merged civilizations into Civilization?

Good question: Is the Internet actually part of Metro? Seems there is a presumption that one is "in the City". when generating SSL certificates "City" is asked as part of the information. However, there is no requirement to enter a city. So perhaps there is a "wilderness" or "countryside" side to the Interweb?
