    Version 4.1.12 does not have the problem.

    Is there an option that needs to be checked in vBulletin?

    Your version is 4.1.8. Is there any issues with this version and character sets?

    Google may lend some clues.
    Aside from that, you may need to contact the vendor/developer.

    I think it an issue with 4.1.8.

    I think the real issue is backing up myself as authorized to make a work ticket for service. I thought I had made contact and started this thread to check progress. Thanks!
