If Obama Isn't Eligible Who Is President?

In Case of the Removal of the President from Office, or of his Death, Resignation, or Inability to discharge the Powers and Duties of the said Office, the Same shall devolve on the Vice President, and the Congress may by Law provide for the Case of Removal, Death, Resignation or Inability, both of the President and Vice President, declaring what Officer shall then act as President, and such Officer shall act accordingly, until the Disability be removed, or a President shall be elected. U.S. Const. - Article 2, Clause 6
The Vice President of the United States is, ex officio, President of the United States Senate, with the power to cast tie-breaking votes. However, while the Vice President has the right to act as presiding officer over the Senate, the rules of the Senate give that office very little power (in contrast to the powerful office of Speaker of the House), and in practice it is often exercised by one of the most junior Senators in attendance.
If Obama isn't eligible--or lets' say someone runs for President of the United States and someone runs for VP of the United States. If the President isn't eligible then does the Vice President become president? If the President isn't eligible is that similar to the President being ill or incapacitated?

Of course this is not to say whether Obama is or isn't eligible. But its something to ponder as a scenario.
