Does receiving a wet ink signature or seal from an agent on a doc make the law?

Some questions for you all in food for thought:

    1. Does receiving a wet ink signature or seal from an agent on a doc confirming statements made to a government entity or correcting the mistake make the law ?

    2. Can one write up their own law book on how the system operates by simply asking questions and receiving documents in the same as question #1 ?

    3. Is a King's seal who is without notary make the law ?

[ please extrapolate in your answers ]

"You have to understand Neo, most of these people are not ready to
be unplugged, and many of them are so inured, so hopelessly dependent on the system, that they will fight to protect it."
