The “Trust Indenture Act of 1939,” it is unlawful in the United States for the trustee to also be the issuing company or grantor. In bankruptcy, the operation is still a trust operation and the receiver is the trustee, and is so named as both in 46 USC 1247(a). The Secretary of Treasury has a new job since 1944 and is no longer even an employee of the U.S. Government. He is the governor of the International Monetary Fund pursuant to Pub.L. 94-564, 90 Stat. 2660, Sen.Rpt. 94-1148 pg. 5942; 22 USC § 286(e).
