    Rome, June 7.--From 11 o' clock this morning there was another sovereign independent State in the world.

    Then Signor Mosconi signed a check for 750,000,000 lire (about $39,000,000) on the Bank of Italy, payable to Cardinal Gasparri, and handed him a leather case containing certificates of the Italian 5 per cent State loan of a nominal value of - 1,000,000,000 lire.
