    Failure to State a Claim for which Relief can be Granted.

    The basis of the Libel of Review is that the party - agent of a foreign principal - failed to come onto the land through the appropriate venue - the district courts of the US. That is like a liaison office between men and women on the land and the admiralty.




    Recordation is a big help; plus you can get cheap certified copies. That means you can give them away to police officers and such, proving by Notice they have Failed to State a Claim for which Relief can be Granted.
