Omission = David Merrill is citing and quoting it again?
P.S. I looked closer and only 95a is "omitted".
Title 12 USC 95b.
It appears that Congress does not omit these statutes.
Cornell Law School seems the discretionary power omitting the code from public view. And they did not do so even-handedly. Section 95b was also "omitted" but still shows up.
