This is interesting because I have been citing this lately on the Internet.
That was the residual Bankers' Holiday clause from the Trading with the Enemy Act of 1917 utilized for indenturing people as state banks after 1933.

P.S. I looked closer and only 95a is "omitted".
Title 12 USC 95b.
It appears that Congress does not omit these statutes.
Cornell Law School seems the discretionary power omitting the code from public view. And they did not do so even-handedly. Section 95b was also "omitted" but still shows up....which related to regulation of transactions in foreign exchange of gold and silver, property transfers, vested interests, enforcement and penalties, was omitted because §?5(b) of act Oct. 6, 1917, is also classified to section 4305(b) of Title 50, War and National Defense.
Section 95b, act Mar. 9, 1933, ch. 1, title I, §?1, 48 Stat. 1, which related to ratification of acts of President and Secretary of the Treasury, was omitted because §?1 of act Mar. 9, 1933, is also set out as a note under section 4305 of Title 50, War and National Defense.
Thank you George;
I have been drive-by Posting lately. I knew somebody (Amaz) had brought this to mind. Credit where credit is due!

Section 95 is there but both §§ 95a and 95b now show as "Omitted" https://www.law.cornell.edu/uscode/t.../subchapter-IV
Here's §§ 95a on March 4, 2016 before the omission from the Wayback Machine:

And here's §§ 95b before the omission:

You can learn a lot from an omission.
Every day living in truth and light is tasty revenge.
Thank you for refreshing the rigors of the Trading with the Enemy Act. Recently I have resolved some of the mathematics and the other intelligence community delayed Registered Mail by diverting the filing from Arizona to Washington DC and Dulles, Virginia, on the way to Colorado! You might recognize the Cryptological Mathematics (LEWAND) quote from my fast RSA Factoring Algorithm days?
Registered Mail is allegedly the most secure and reliable method...

That part of Virginia has Warp Drive - likely the fastest route.
Two weeks to deliver an envelope is highly irregular.
