All transactions on PayPal and elsewhere are demanded to be redeemed in lawful money as found in Section 16 of the Fed Act and at Title 12 USC 411.

I love it! But would this by itself be binding on the bank? Wouldn't the recipient still need to make a demand for lawful money when they deposit or cash this check?
That is their choice to make. We have discussed this in the brain trust.
If it is the lawn boy for example you might explain about lawful money and offer to put the stamp on there for him, once he is informed. For public utilities you might require the transaction by putting the stamp on the back before you send payment. But that is because they are your public utility service.
