A. Information about the birth area code
Since 1948, most State registrars use a uniform numbering system.
Birth certificates (BCs) issued by the States generally include an 11-digit number in a xxx xx xxxxxx format. The number begins with a 3-digit birth area code number followed by a 2-digit year of registration (almost always the year of birth) and lastly a 6-digit serial registration number (assigned sequentially to each birth as it is filed).
I figured out Canada's coding system last year.
It starts off with the, 4 digit year - 2 digit provincial code - 6 digit Departmental use only number.
I see a difference here between what the web site says and what I have found out.
Mind you they are from different countries but I can't see them doing it differently.
This is the line I have a problem with.

Confusion here. Maybe on purpose, I don't know.
In Canada the last 6 digit serial number on a BC is the "Departmental use only" number on the top right hand side of the Statement of Live Birth.
Its in its own box.
That is the only connection number I can find between the BC and SOLB.
The Registration number is another number, mine being a 4 digit number which does not carry over to the BC.
This number I believe is a sequential number for the births registered in that jurisdiction. (municipal)
Starting with number 1 for the first baby born on new years day and then going in order to the last day of December.
The number they are talking about in the "Program Operations Manual System" is only a sequestration number because of the number of forms they created.
Meaning, the forms have a number on them from the first printed to last.
The difference between the two numbers are one is printed on the form before the SOLB is filed and the other is hand printed by the registrar on the form when filed.
The later being the registration number.
The earlier being "Departmental us only" number. Which they turn around and use as the registration number on the BC.
There is no doubt some word crafting taking place here to suit their best interest.
After all, when have you ever heard of the government referring back to the SOLB as your ID?

Yes it is, just different Headings and numbers.
Its all international. If the country is a member of the UN then I am sure the same crap is in place.
There are word phrases in the Criminal Code of Canada that are exact as UN policy documents.
