    Is Canada a part of the USA?

    It looks like there may be a connection between the two countries that we are unaware of.
    Check out the definitions i found. One from BC Canada and the other from Texas USA.



    Vital Statistics Act (BC)

    "state" means any state or territory of the United States of America and includes the District of Columbia;


    Funny thing is the ACT defines "state" but the word never comes up in the ACT. Weird or what?

    Possibilities:

    1. The "Acts" are related to a 'road compact', 'interstate compact, 'international compact';
    2. 'territorial merger' stemming from a treaty.
