You have to look at these things with a keen lense of what is being presented here, right of the bat on pdf page 7, the title page what I see is " Persons in contract under law ". Who is in contract? when you can answer this then you will know who's law it is. Further thought expansion here this is before the independent nation states formed and agreement of a Corporation whom's general laws they took oath not to exceed. Allegiance is given to the natural person of a human being, typically a king.
In essence however, you are correct.
The United States is not a country. It is a society of States. One's State is their country and where "allegiance" should lie.
Myself personally, I'd avoid pledging in any and all forms at all costs.
Redemption of the pledge for breach of agreement can be most painful

In agreement with both of you, the party to the constitutions does so by bond.
That is who is in contract.
