He would probably do well to contact David Merrill. The applying for permits is at the heart of the problem. Likely "water" in Oregon statutes means water on public land. If his land is private then his water would not likely be comprehended by the statute. But application for the license presupposes public nature of his land and the reservoirs.All rights reserved.
