    Foreign Intelligence Surveillance Act

    "which prescribes procedures for the physical and electronic surveillance and collection of "foreign intelligence information" between "foreign powers" and "agents of foreign powers" (which may include American citizens and permanent residents suspected of being engaged in espionage and violating U.S. law on territory under United States control).[1] The law, of course, does not apply outside the US."

    Has the Trading with the Enemies Act of 1917 opened the door to U.S. citizens being classified as "agents of foreign powers"?
