I found this to be quite interesting, especially since IRS has put it on their website and has kept it there. Do they really expect to collect for that year?:

I hope people take the time to look closely at this, in #9 instructions you are basically offered a contract to testifying against the name, court of record. Also being that nowhere on this form or any subsequent or current form does it say anywhere that it not negotiable, so feel free to mark it up with amendments.
An IRS agent told me once that it is okay to put one line through IRS wording and make your amendments above that line, also said that by removing IRS wording all together was fraud, counterfeit docs, same as counterfeit money of U.S. specie."You have to understand Neo, most of these people are not ready to
